The Village of Johnson City enforces an alternate side of the street parking ordinance that begins on November 1st and continues through March 31st. Between the hours of 2:00 AM and 6:00 AM a vehicle must be parked on the even side of the street if the date is an even number, and on the odd side of the street if the date is an odd number.
Example #1: A resident parks their vehicle for the night at 5:00 PM on November 1st and does not plan on moving the vehicle until the next day. The vehicle should be parked on the Even side of the street, because at 2:00 AM the following morning the date will be November 2nd.
Example #2: A resident parks their vehicle on December 31st at 5:00 PM and will not move the vehicle until the following day. The vehicle should be parked on the odd side of the street, because January 1st will also be an odd numbered day. Many residents forget this detail, and park their vehicles on the wrong side of the street by mistake.
There are also several streets in the Village of Johnson City that are exempt from the alternate side parking ordinance. JC Village Code § 264-33. Alternate-side parking.
A. General provisions. During the hours between 2:00 a.m. and 6:00 a.m. for the period beginning November 1 through March 31 of each year, parking shall be permitted only on the even-numbered side of streets or highways within the Village on even days of the month and on the odd-numbered side of the streets and highways within the Village on odd days of the month.
(1) Alternate-side parking provisions shall not apply to the locations described in Schedule XXV (§ 264-100), attached to and made a part of this chapter.
(2) This section shall also not apply to those locations where other parking restrictions, rules or regulations have been heretofore or are hereafter made or enacted. However, it shall apply to the following locations, notwithstanding the application of other parking restrictions: (a) Floral Avenue, south side, 31.9 feet east of Utility Pole No. 55-125.
C. Effective period of alternate-side parking provisions.
(1) Subsection A of this section shall be in effect from the first day of November in any year until the 31st day of March in the succeeding year, inclusive.
(2) From the first day of November to the fifth day of November, inclusive, in each year, persons who violate Subsection A of this section shall be given written warning tickets only and shall not be liable to any penalty or punishment.
